I sometimes see people keeping under-sized catches. I'm not usually one to say anything, unless they ask me if I'm keeping my fish. Then, I'll remind them of the size restrictions. The main thing that troubles me is; I don't really think these people are going to eat all the fish they keep.
The worst violations I've seen are not at the coast. They are at trout streams outside Manchester. Right after they're stocked.
