PORTSMOUTH, N.H. -- Federal and state lawsuits are accusing the city of Portsmouth of pumping bacteria-infused wastewater into the Piscataqua River. The federal lawsuit alleges the city pollutes the river and nearby pond by dumping a mixture of storm water runoff and untreated sewage from its "combined sewer overflows" from the Peirce Island waste treatment plant. It asks a judge to order the city to eliminate its combined sewer overflow system, to upgrade the plant and impose fines. The Portsmouth Herald reported that the state Attorney General's Office filed a companion lawsuit alleging the same E. coli, coliform bacteria and other waste pollution. Also filed was a "consent decree" which would absolve the city of legal ramifications if it complies with specific dates for the planning, execution and proof of the specific sewer upgrades.

That's common practice in most coastal and waterway cities.

In most locations south of here clam flats are closed for a week after only a 1/2 inch of rain. I also remember in the late 90's most of NH had permanently closed flats mostly because of e-coli.

I could go on about heroin addicts that boot clams from closed flats in Chelsea and sell them to fried clam huts throughout New England, but you'd never eat a fried clam again.
